Degeneracy of OCP is typical for applications cresting difficulties for general methods,associated with such phenomena as nonexistence of OC,singular and pulse-type solutions,etc.We try to embrace them generalizing classical notions and defining  degenerate OCP as one haveing some passive differential ( or chainwise) constraints.
